Short answer: US federal rules for cats are light. The CDC requires only that a cat “appear healthy upon arrival,” and cats need no proof of rabies vaccination, though the CDC recommends it. USDA APHIS says it has no animal health requirements for importing a pet cat. The real paperwork sits elsewhere: India’s AQCS export certificate, your airline’s rules, and your destination state’s requirements.
Importing a cat to the US from India involves far fewer government requirements than importing a dog. Airline rules, health documentation and breed-specific travel limits still need the same level of advance planning, though.
How Do Cat Import Rules Differ From Dog Import Rules?
The gap is large. India is on the CDC’s list of high-risk countries for dog rabies. That means a dog from India needs a microchip, a CDC Dog Import Form, and a rabies titer test or quarantine, and it must fly into one of a handful of airports with a CDC-registered animal care facility. - Cats must appear healthy on arrival and are subject to inspection at the port of entry.
- A cat can be refused entry if it shows evidence of a zoonotic disease (one that can spread to people). If it appears ill, the CDC says an exam by a licensed vet “at the owner’s expense might be required.”
- Rabies vaccination isn’t required for entry, but the CDC recommends it for all cats.
APHIS’s cat import page states that it “does not have any animal health requirements related to bringing (importing) a pet cat into the United States.” These rules can change, so recheck both pages close to your travel date.
What Does India Require Before Your Cat Can Leave?
The Animal Quarantine and Certification Services (AQCS) issues an export health certificate for pets leaving India. Its export requirements list:
- A fit-to-travel certificate from a registered veterinarian
- A microchip certificate and the owner’s passport copy
- Vaccination records
- Two 4×6-inch photographs of the cat
- The air ticket, or airway bill for cargo
- Any destination-country requirements
Book the appointment and submit documents at least 7 days before departure. The certificate is valid for 10 days from issue, so time the exam to your flight. AQCS charges ₹500 per export application, according to the fee note in its pet SOP.
Which US State Rules Apply?
APHIS says domestic movement requirements “are set by the receiving State or Territory,” and the CDC warns that “your U.S. destination may have additional requirements.” Hawaii and Guam go furthest, quarantining arriving cats even from the US mainland. Check the department of agriculture or state veterinarian’s page for the state you’re moving to. If you arrive in one state and drive to another, check both.

What Should Owners of Specific Cat Breeds Know?
- Persians, Himalayans and other flat-faced breeds face airline restrictions in the cargo hold because of breathing risk. Cabin travel is often the only option, which makes the carrier weight limit the deciding factor.
- Larger breeds like Maine Coons may exceed in-cabin weight limits once the carrier is included. Weigh your cat in its carrier before you book.

How Should You Plan the Flight Itself?
Airline rules matter more for cats than the government ones do. Air India, for example, doesn’t allow pets in the cabin on flights to America and says it can’t carry pets to the US in the cabin or as checked baggage, which leaves cargo. Etihad excludes cabin pets on US flights. Carriers such as Lufthansa and Air France accept cats up to 8 kg including the carrier in the cabin.
